WebLooks like ELS isn't loading properly. To verify that it's loaded press the keybind to enable the ELS panel (I believe it's Ctrl+P), and if it does pop up (bottom right when in an ELS vehicle) then it's loaded and you should double check the XML files are installed correctly.
